Why are lower star ranked players or transfers all over the field who play over the higher ranked guys.

The supposed worst part of the offense has the most highly ranked guys. Can you explain this to me? Is Harbaugh choosing lesser ranked guys over the recruiting experts?
Seems to me the lesser ranked guys have turned out to be better than the star rankings at least on offense.
Wheatley, Bunting, Walker, Peters. Is Harbaugh better off just scouting his own type of players and should fans stop following star rankings?
Look at defense. Metellus, Hurst, Hudson. Seems like it’s important for Harbaugh to get his guys than higher ranked guys who don’t fit what he wants to do.
Harbaugh is quirky and is more similar to the Dantonio school of building a program.
